Right before the beginning of World War II, the United States was trying to prevent Japan from taking control over China. This was due to the fact that the US and China had a good trading relationship. If Japan took it over, this could possibly ruin it. So, the US embargoed these goods and put into place economic sanctions (punishments) against the Japanese.
