What is the basic difference between the andes and the other highland regions of south america?

The Andes are very rugged while the rest of the highland regions are very eroded, or worn away or destroyed. There also another reason, which might be that Andes have volcanic eruptions, and other regions experience earthquakes, although I'm not 100% sure the second one's true so go with the first.
