Well it flooded the most historical point of the whole United States and the city was founded during the Revolution also the geography is bad there because every year in the month of September the Atlantic gets really stormy so people need to avoid going there which can cause a lot of trouble also if any stimulus were coming or it was during the pandemic it would have caused a great tension and there would have been no financially help the while money wasted
