That statement is false.

As the matter of fact, it's used quite often.

Virtue ethics would put more emphasize in duties/rules that an individual have and the consequences that might happen if someone fail to fulfill those duties. This often used in arguments regarding abortion by stating that it is a mother's duty to raise and protect their children, so abortion shall never be a choice.
