I beleive that the answer is that the federalists supported the ratification of the Constitution, stating that a weak national government almost tore apart the country after the Revolutionary War. Anti-Federalists, though, argued that it would provide for elite control, endanger liberty, and weaken the states The Bill of Rights was added as a result.
