For line 1

m1 = y2-y1/x2-x1

m1= -1-6/-3+4

m1 = -7/1

m1 = -7

For line 2:

L2: (8,9) (15, 10)

m2  = 10-9/15-8

m2 = 1/8

Take their product

m1 * m2 = -7 * 1/7

m1m2 = -1

Since the product of their slopes is -1, hence they are perpendicular
