Why did presidents Roosevelt, Taft, and Wilson do little to improve race relations during their presidencies?

The answer to your question is: Presidents Roosevelt, Talf, and Wilson do little to improve race relations during their presidencies because the black Americans were often not allowed to vote or take their right to vote. This happened usually in the southern states. The Federal government were promoting more of the white male voters than of the black males.
